Education is, since long, hailed as a lever of social change. More than the children in towns and cities, those counterparts who live in rural and tribal pockets of the country suffer most from the handicap of being unable to get enrolled to the school and even after that to remain there till the completion of schooling. Decentralization of planning and governance was expected to herald a new wave of change in the general administrative and political systems that work for bringing about rural (and tribal and urban development). The last few years have seen the intervention by a multitude of agencies and schemes to give a face lift to rural education. This paper highlights some of the critical factors operative in rendering education inaccessible to rural children, in particular from the SC, ST and Minority communities. Poverty, gender bias, family size, ignorance about the benefits of education are some of these factors. The paper concludes by discussing how the central and state governments have introduced several poverty alleviation measures and school development initiatives which should go a long way in making education accessible to all.

In the last 50 years, India has made significant progress in the field of education. Yet, there are huge challenges, especially when it comes to bridging gender and equity gaps in education. In 2001, the Government of India (GOI) had launched Sarva Shiksha Abhiyaan (SSA) with the specific purpose of achieving universal elementary education (UEE). One of the main goals of SSA is to bridge gender and social gaps. Even though the SSA programme is primarily financed by the GOI, three external Development Partners (DP) also contribute funds towards SSA, namely: World Bank’s International Development Association (IDA), the United Kingdom’s Department for International Development (DFID) and the European Union (EU). Being a partnership programme, a six monthly review is carried out by the GOI and DP, which is known as the Joint Review Mission (JRM). This conventional child budget analysis categorizes central & state government schemes/programs into child centric sectors viz. Education, Health, Development and Protection, to assess budget vs expenditure, outcomes against expenditure and performance of the schemes meant to ensure its delivery, thus focusing on existing gaps in implementation of major schemes that needs to be bridged with immediate effect. The report has special focus on schemes and programs for girls as well as children of marginalised groups such as, dalits and adivasis. This report expected to be an important tool in advocating for better grants for children in the state of Andhra Pradesh.

2. INTRODUCTION FEROZEPUR, a City of martyrs (Saheed Bhagat Singh, Rajguru and Sukhdev) founded by Feroze Shah Tughluq. It is situated on the Indo-Pakistan border (Hussaniwala Border). The Mahianwala Village is 40Km away from the city. JNV, Ferozepur is situated on N.H 15 which was established in the year 1992 at Baba Dhuni Chand Gurudwara, Mahianwala Kalan. In 1996, it was shifted to its permanent site which is situated (� km. away from village Rattol) on the Amritsar - Bathinda Highway. Our village Vakilanwala is situated 2 KM away from JNV Mahianwala in Distt. Ferozepur. S. Mall Singh is the best player of Kabbadi in our village. He played Kabbadi 40 years in his career.
