The library is an important place for the community. It includes books, newspapers, magazines, manuscripts, DVDs, and more such informational sources. It plays a significant role in the kid’s learning phase. Despite the advancement in technology , the library still plays a critical role in everyone’s life. One can borrow books from the library. There are two types of libraries one is a private library that is controlled by the school and college authorities, whereas the other is a public library that is open to all.

A library is a place where books belonging to different subjects and genres are stored. My school also has a very big library next to the computer lab. Our timetable is designed in such as format that we could visit the library twice a week and explore books apart from our syllabus. This practice of visiting and exploring books in the library induces a habit of reading in all the students.

My school library has autobiographies, picture books, comics, novels, fictional books, books on culture, art, and craft, and many other materials. Students can borrow the desirable book to read for one week and then, on a specific date we need to return that book to the school library.  Thus, the library teaches us the value and importance of books and inculcates the habit of reading and imparting knowledge.

Besides that, if any book issued from the library gets misplaced, damaged, or lost from the borrower then, he/she has to pay a fine to the librarian. 

Thus, the library is an excellent resource for books that spread knowledge and information along with entertainment .

It maintains a record and helps us understand the importance of keeping a journal. A library, most importantly, makes one fall in love with the pages of books time and again.

Libraries charge membership fees and take late charges if the book is not returned on time. This makes the borrower time-bound, and they try to complete the entire book within the given time interval. It makes one time-efficient and improves time management skills. It also nurtures self-discipline and teaches us to value all the resources such as time, money and knowledge alike.

Many libraries, such as the British Council, conduct important seminars and sessions that expose keen academicians. It acts as a venue for exchanging creative ideas and helps one with their respective career goals. Some libraries also conduct English speaking sessions to improve speaking skills and vocabulary. These days, as everything is getting digital, many libraries have come up with their digital version too.

It is user friendly and accessible easily. It is even cheaper than the annual membership of the physical library. One cannot estimate all the importance of libraries in words. It has got to do with aesthetic pleasure as well. Readers like to read, learners like to learn, educationists like to explore, and neither can have enough of the library as a whole.

Books are a man’s best friends. They give him company in times of happiness as well as in times of distress. They are one of the main sources of knowledge. The best place for easy access to books is a library.

A library is a place where not only books but also magazines, journals and newspapers are well stocked for the benefit of the readers. One can also get the atlas, encyclopedia, etc. to know even the minute details of a thing. It is a treasure house of knowledge. It helps the spread of education. A reader can either read in the library or borrow the books of his choice and take them home. The library is a popular place in the academic curriculum.

A well stocked library is an asset to a school, a college or a university. There are also neighborhood libraries and district libraries which benefit the readers of the area. A student or a reader can increase his knowledge of various subjects by reading in the library during his spare time. One can update one’s knowledge by reading regularly in a library.

A library needs a good librarian who should be well qualification in library science. Such a person can maintain the books properly. He can guide the students to select suitable books. He should be cheerful and co-operative. He should interact well with the readers. The readers can easily get the books they want.  If they consult the librarian. Thus the guidance’s of the librarian saves a lot of time of the readers. A good librarian welcomes suggestions from readers for the improvement of the library. He purchases new books after taking into consideration the needs of the readers.  

Normally, a library is housed in a very spacious hall but small libraries also function in small towns and villages. The furniture inside the library should be comfortable, neat and clean. Student’s readers should maintain strict discipline, so that others are not disturbed. The atmosphere in a library should be peaceful and scholarly.

A library has thousands of books in stock. It has books on various topics, subjects and events. New books are added from time to time. All the books are kept systematically. They are classified and indexed according to their subjects. The labeling of books helps the reader to get a particular book without any difficulty. To find out the library number of a particular book, one can take the help of the subject and author index. most libraries keep a book display rack where new arrivals are kept.

A library also keeps magazines, periodicals, newspapers and journals. These are kept on the reading table of the library. The readers can keep themselves equipped with current events and latest developments in various fields.

A reader should handle the books carefully so that no pages are torn or no books are misplaced. He should keep the books at the proper place after reading. The librarian should see that pin drop silence is maintained in the library. Readers should abide by the library rules.

A library issues membership cards to its readers. A reader or a student can borrow a book for home if he has that card. The books are issued for a limited period. If the reader does not return the book on the due date, he has to pay a fine as per the library rules. If a reader loses a book, he has to replace the lost book with a new one or pay the price of the book. The readers are supposed to keep the books in good condition.

The library is a boon for poor students who cannot afford to buy text books or other books of their interest. They can borrow these books and read them at ease at home. A library is thus a help to the society.

Most libraries have notice boards. They are used for writing important news of the day. A thought for the day is also written here. Tiles of new books added to the library are also displayed on the notice board to inform the students. Most libraries are open for a limited number of hours.

In recent years internet has revolutionized the concept of library. Information technology now plays an important role in improving the library facilities.

Internet makes it possible to deliver information in the shortest possible time at a required place. Today the entire world is linked through internet. But this facility is mostly available in urban areas.

With the growing popularity of internet ,which provides loads of information at just the click of a mouse, one  may pause to think about the decreasing relevance and importance of a library in today’s world. But one should keep in mind that a person goes to a library not only to search and get information from books but also to sit and study there. The peaceful and scholarly atmosphere there helps one to concentrate more on one work and study. Thus libraries will always serve a useful purpose. They will always be there to indicate the presence of a well read and educated society.

It will be a cliche to point out that a library is a treasure house of knowledge. The books which are preserved in the liberary, are actually the lives of great minds and the place where they lie is a haloed place. But, so, these minds are not dead. They are very much alive. A library is everything to man who wants to further his knowledge. He who wants to make some research in any field or he who wants to excel in studies or just to brush up his knowledge, can realize the real and full value of libraries.

It is of utmost significance that good libraries must be there in every city and town. Even big villages should have a library and or a reading room.

Books must be kept carefully in libraries. These should be managed by qualified persons who should arrange the books in a proper order such that any book which is required at any time, should be easily and quickly available.

Apart from public libraries, owned and managed by government, university and municipal agencies, there should be some good libraries which should be run by private persons who should have the will and spare funds for efficient running of libraries.

Any and every individual who loves books, has to maintain a small library in his house where he keeps books of his necessity and choice. These books should be well-bound and dusted frequently and they should be kept in proper order.

ArtI.S8.C18.1 Overview of Necessary and Proper Clause

Article I, Section 8, Clause 18:

[The Congress shall have Power . . . ] To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

The Necessary and Proper Clause 1 Footnote Although Necessary and Proper Clause is the modern term for the constitutional provision, historically it was often called the Sweeping Clause. See, e.g. , The Federalist No. 33 (Alexander Hamilton) ( [T]he sweeping clause, as it has been affectedly called, authori[z]es the national legislature to pass all necessary and proper laws. ); see generally John Mikhail , The Necessary and Proper Clauses , 102 Geo. L.J. 1045 , 1059 & n.47 (2014) ( [The Framers] referred to the last clause of Article I, Section 8 as the ‘Sweeping Clause.’ ). The terms Elastic Clause, Basket Clause, and Coefficient Clause are also occasionally used to refer to this provision. Under the Necessary and Proper Clause, congressional power encompasses all implied and incidental powers that are conducive to the beneficial exercise of an enumerated power. 2 Footnote McCulloch v. Maryland , 17 U.S. (4 Wheat.) 316, 418 (1819) . The Clause does not require that legislation be absolutely necessary to the exercise of federal power. 3 Footnote See id. Rather, so long as Congress’s end is within the scope of federal power under the Constitution, the Necessary and Proper Clause authorizes Congress to employ any means that are appropriate and plainly adapted to the permitted end. 4 Footnote United States v. The Necessary and Proper Clause was included in the Constitution in response to the shortcomings of the Articles of Confederation, which had limited federal power to only those powers expressly delegated to the United States. 5 Footnote Articles of Confederation of 1781, art. II ( Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the United States, in Congress assembled. ). While the Framers chose to follow the Articles in enumerating a list of specific federal powers—as opposed to some general statement of federal power 6 Footnote See ArtI.S8.C18.2 Historical Background on Necessary and Proper Clause notes 2 – 8 and accompanying text (discussing alternative formulations of federal power considered at the Constitutional Convention). —they included the Necessary and Proper Clause to make clear that Congress’s power encompassed the implied power to use all appropriate means required to execute those express powers. 7 Footnote See The Federalist No. 44 (James Madison) . The Supreme Court has interpreted the Necessary and Proper Clause as an extension of the other powers vested in the Federal Government, most notably Congress’s enumerated Article I powers. 10 Footnote See generally United States v. Comstock , 560 U.S. 126, 133–34 (2010) . Thus, whenever the Supreme Court addresses the outer limits of Congress’s enumerated powers, it necessarily invokes the Necessary and Proper Clause as well, either explicitly or implicitly. 11 Footnote See, e.g. , Gonzales v. Raich , 545 U.S. 1, 5 (2005) (addressing whether the prohibition of intrastate use and cultivation of marijuana was necessary and proper to Congress’s power to regulate interstate commerce); United States v. Kahriger , 345 U.S. 22, 29–32 (1953) (addressing whether registration requirement for tax on illegal gambling activities was a necessary and proper exercise of Congress’s power to tax), overruled in part by Marchetti v. United States , 390 U.S. 39 (1968) ; United States v. Darby , 312 U.S. 100, 121–25 (1941) (addressing whether wage and hour regulations, as applied to intrastate activities, were necessary and proper to Congress’s power to regulate interstate commerce). However, the Necessary and Proper Clause is not, in itself, an independent grant of congressional power. 12 Footnote See Kinsella v. United States ex rel. Singleton , 361 U.S. 234, 247 (1960) ( The [ Necessary and Proper Clause] is not itself a grant of power, but a caveat that the Congress possesses all the means necessary to carry out the specifically granted ‘foregoing’ powers of [Article I, Section 8] ‘and all other Powers vested by this Constitution.’ ). Although the Necessary and Proper Clause is therefore implicated in many cases examining the extent of Congress’s power under, for example, the Commerce Clause, those decisions are primarily addressed elsewhere in the Constitution Annotated , under the particular enumerated federal power at issue. 13 Footnote See e.g. , ArtI.S8.C1.1.1 Overview of Taxing Clause ; ArtI.S8.C1.2.1 Overview of Spending Clause ; and ArtI.S8.C3.6.1 United States v. In a few cases, however, the Supreme Court has analyzed Congress’s power under the Necessary and Proper Clause separately from any specific enumerated power. Typically, these cases involve either multiple enumerated powers 14 Footnote See, e.g. , McCulloch v. Maryland , 17 U.S. (4 Wheat.) 316, 407 (1819) (considering whether Congress’s powers to lay and collect taxes; to borrow money; to regulate commerce; to declare and conduct a war; and to raise and support armies and navies implied the power to establish a national bank under the Necessary and Proper Clause); Juilliard v. Greenman , 110 U.S. 421, 439–40 (1884) (considering whether Congress’s powers to borrow money, coin money, lay and collect taxes, and regulate interstate and foreign commerce implied the power to make paper notes legal tender for public and private debts under the Necessary and Proper Clause). or congressional actions that are many steps removed from the exercise of the underlying enumerated federal power. 15 Footnote See, e.g. , United States v. Comstock , 560 U.S. 126, 148 (2010) (considering whether the same enumerated power that justifies the creation of a federal criminal statute further justifies indefinite civil commitment of federal prisoners after the expiration of their criminal sentences). Because the extent of the Necessary and Proper Clause defines the outer reaches of Congress’s Article I legislative powers, these cases, in effect, delineate the boundary between the authority of the Federal Government and those areas reserved to the states. 16 Footnote See U.S. Const. amend. This section first reviews the history of the Necessary and Proper Clause’s inclusion in the Constitution and its role in the ratification debates. Next, the section turns to the early judicial interpretation of the Clause, culminating in the Chief Justice John Marshall’s landmark 1819 opinion in McCulloch v. Maryland . After briefly reviewing the major nineteenth century Supreme Court decisions on the Necessary and Proper Clause following McCulloch , the section concludes with a review of the modern Supreme Court cases on the scope of Congress’s power under the Clause.

पुस्तकालय हमारे जीवन का अभिन्न अंग होते है क्योंकि पुस्तकालय में हम शांतिपूर्वक विभिन्न ज्ञानवर्धक किताबें पढ़कर ज्ञान का अर्जन कर सकते है जो कि हमारे जीवन को खुशहाल बनाता है और हमें सोचने समझने की शक्ति भी प्रदान करता है.

पुस्तकालय की भूमिका मानव जीवन में प्राचीन काल से ही रही है क्योंकि प्राचीन काल में प्रिंटिंग मशीन नहीं होने के कारण हस्तलिखित किताबे ही होती हो थी जिस कारण उनका मूल्य भी अधिक होता था और किताबें भी कम ही उपलब्ध हो पाती थी इसीलिए पुस्तकालय की स्थापना की गई.

पुस्तकालय की स्थापना से जो भी व्यक्ति किताबें पढ़ने का इच्छुक होता था वह पुस्तकालय में जाकर शांत माहौल में किताबें पढ़ सकता था इससे गरीब वर्ग के लोगों को अधिक फायदा हुआ क्योंकि वे लोग अधिक मूल्य की किताबें पढ़ नहीं सकते थे.

एक पुस्तकालय में लगभग सभी प्रकार की पुस्तके जैसे कला, धर्म, जाति, राजनीतिक, विज्ञान, कृषि, राष्ट्रीय, अंतरराष्ट्रीय पुस्तके मिल जाती है जिनकी सहायता से सभी लोग अपने ज्ञान में वृद्धि कर सकते है कुछ बड़े पुस्तकालयों में अलग-अलग भाषा और प्रांत की पुस्तकें भी उपलब्ध होती है.

वर्तमान में पुस्तकालय विभिन्न प्रकार के होते है जैसे विद्यालय के पुस्तकालय जहां पर छात्र-छात्राएं और शिक्षक जाकर किताबें और पत्र पत्रिकाएं पढ़ सकते है दूसरे पुस्तकालय विश्वविद्यालयों के होते है जहां पर वहां के विद्यार्थी जाकर पढ़ सकते है.

कुछ पुस्तकालय ट्रस्ट द्वारा भी संचालित किए जाते है जिनका मूल उद्देश्य गरीब एवं पिछड़े वर्ग के लोगों को शिक्षा प्रदान करना होता है क्योंकि गरीब विद्यार्थी के पास मूल्यवान उसको को खरीदने के लिए धन नहीं होता है. इन पुस्तकालयों में महीने की न्यूनतम फीस रखी जाती है.

चौथे नंबर पर सार्वजनिक पुस्तकालय आते है जो कि सरकार द्वारा चलाए जाते है जिसमें सभी लेखकों और कवियों की प्रमुख किताबें होती है साथी देश और विदेश की पत्र-पत्रिकाएं में होती है जिन्हें कोई भी व्यक्ति या विद्यार्थी पुस्तकालय में जाकर पढ़ सकता है.

पुस्तकालय हमारे देश में प्राचीन युग से ही प्रचलन में रहा है जिसका सबसे बड़ा उदाहरण नालंदा विश्वविद्यालय का पुस्तकालय जो कि विदेशी आक्रमणकारियों ने नष्ट कर दिया था लेकिन अब उसे पुन: स्थापित कर दिया गया है.

पुस्तकालयों की भूमिका मानव जीवन के लिए बहुत महत्वपूर्ण रही है इसी कारण आज हमारी शिक्षा पद्धति इतनी सुदृढ़ हो पाई है. पुस्तकालयों के कारण गरीब विद्यार्थियों को भी अच्छी किताबें पढ़ने को मिली है जिसे चाहो और सामाजिक और आर्थिक विकास भी हुआ है.

वर्तमान में भी पुस्तकालयों की महत्वता कम नहीं हुई है आज भी विद्यार्थी शिक्षक और अन्य व्यक्ति उच्च स्तर की किताबें पढ़ने के लिए पुस्तकालय में जाते है.

पुस्तकालय क्या है –

प्राचीन काल में शिक्षा पद्धति इतनी उन्नत नहीं थी और साथ ही पुस्तकों का भी अभाव था इसलिए पुस्तकालय की स्थापना की गई जहां पर सभी प्रकार की पुस्तकें उपलब्ध करवाई जाती थी ताकि सभी लोग आकर उन पुस्तकों से ज्ञान अर्जित कर सकें.

शिक्षा के क्षेत्र में यह बहुत ही अच्छा कदम साबित हुआ. एक सार्वजनिक पुस्तकालय में धर्म साहित्य वाणिज्य कला विज्ञान पत्र पत्रिकाएं बच्चों के मनोरंजन के लिए ज्ञानवर्धक एवं चुटकुलों की किताब और पुराने ग्रंथ दादी सभी प्रकार की पुस्तकें उपलब्ध होती है.

पुस्तकालय में कोई भी व्यक्ति जाकर अपनी इच्छा के अनुसार किताबों का चयन करके उसे पुस्तकालय में बैठ कर पढ़ सकता है कुछ पुस्तकालय में किताबें कुछ समय के लिए घर पर ले जाने के लिए भी दी जाती है.

पुस्तकालयों के कारण नई नई किताबें पढ़ने वाले जिज्ञासु लोगों और ज्ञान की वृद्धि करने के लिए विद्यार्थियों को बहुत अधिक लाभ हुआ.

पुस्तकालय की विशेषता –

(1) पुस्तकालयों की सबसे बड़ी विशेषता यह है कि पाठकों को अंतर्मुखी और चिंतनशील बनाते है.

(2) पुस्तकालय में पुस्तक पढ़ने के लिए शांत माहौल मिलता है जिसे एकाग्र होकर हम पढ़ाई कर सकते है.

(3) पुस्तकालय में देश दुनिया में क्या हो रहा है और आगे क्या होने वाला है इसका पता लगता है

(4) पुस्तक पढ़ने से हमारे सोचने समझने की शक्ति का विकास होता है.

(5) यहां पर हमें ज्ञान अर्जन करने के लिए अधिक मूल्य की आवश्यकता नहीं होती है.

(6) प्रसिद्ध मनोवैज्ञानिक समीक्षक आर. ए. रिएर्ड्स लिखा था कि अगर हम किसी अच्छी पुस्तक को पढ़ते हैं तो उससे हमारी सोच बदल जाती है जिससे व्यक्ति का पुन: सर्जन होता है.

(7) यहां पर हमें प्रत्येक भाषा में किताबें पढ़ने को मिलती है इसलिए किसी भी देश का नागरिक यहां पर आकर किताबें पढ़ सकता है.

(8) पुस्तकें हमें दूसरे देशों की संस्कृतियों और सामाजिक जीवन से जोड़ती है.

निष्कर्ष –

किसी भी देश में पुस्तकालयों का होना बहुत आवश्यक होता है यह व्यक्ति के जीवन के साथ साथ देश के आर्थिक विकास में भी सहयोग करता है. वर्तमान में असहज जीवन प्रणाली से जीवन यापन कर रहे लोगों के लिए पुस्तकालय और भी अधिक महत्वपूर्ण भूमिका निभाते है.

पुस्तकालय उन्हें एकांत में बैठकर चिंतन और मनन करने का अवसर प्रदान करते है जो की बाहरी जीवन में असंभव के समान है. हमें पुस्तकालयों की महत्वता को समझते हुए उन्हें बढ़ावा देना चाहिए.

प्रस्तावना –

पुस्तकालय शब्द दो शब्दों में समाहित है पुस्तक + आलय जिसका शाब्दिक अर्थ पुस्तक रखने का स्थान होता है. पुस्तकें मानव की सबसे अच्छी दोस्त होती है जो कि बचपन से लेकर वृद्धावस्था तक उसका सहारा होती है.

पुस्तकों के कारण ही आज शिक्षा पद्धति इतनी सुदृढ़ हो पाई है लेकिन पुराने जमाने में आज की तरह पुस्तक प्रिंटिंग की व्यवस्था नहीं थी जिसके कारण पुस्तकें हाथों से लिखी जाती थी इसलिए पुस्तकों की संख्या भी कम होती थी.

जिसके कारण पुस्तकों का मूल्य अधिक होता था और साधारण व्यक्ति उन्हें खरीद कर पढ़ नहीं पाता था और वह पुस्तके आसानी से उपलब्ध भी नहीं हो पाती थी इसीलिए पुस्तकालय की स्थापना की गई. पुस्तकालय की स्थापना के बाद शिक्षा के जगत में एक अनोखी क्रांति देखने को मिली.

पुस्तकालय के प्रकार –

व्यक्तिगत पुस्तकालय – व्यक्तिगत पुस्तकालयों की श्रेणी में व पुस्तकालय आते हैं जो लोग अपने घरों मैं एक अलग कमरे की व्यवस्था करके उसमें अपनी रुचि की किताबें रखते हैं और उन्हें पढ़ते हैं इन पुस्तकालय उसे सिर्फ उस घर के व्यक्ति ही शिक्षा ग्रहण कर सकते है.

विद्यालय, विश्वविद्यालय का पुस्तकालय – विद्यालय और विश्वविद्यालय के पुस्तकालय वहां के विद्यार्थी और शिक्षकों के लिए होते है जहां पर कई प्रकार की भाषाओं और ज्ञान वाली पुस्तकें पत्र पत्रिकाएं उपलब्ध होती है यह पर छोटे बच्चों के मनोरंजन के लिए चुटकुलों वाली किताबें भी उपलब्ध होती हैं वही शिक्षकों के लिए दैनिक अखबार उपलब्ध होता है.

सार्वजनिक पुस्तकालय – सार्वजनिक पुस्तकालय में दो श्रेणी के पुस्तकालय आते है जिसमें कुछ पुस्तकालय समाजसेवी ट्रस्ट द्वारा चलाए जाते हैं और कुछ सरकार के अनुदान द्वारा चलाए जाते हैं यहां पर कोई भी व्यक्ति आकर पुस्तके पढ़ सकता है.

चल-पुस्तकालय – चल पुस्तकालय वे पुस्तकालय होते है जो की मोटर वाहनों में संचालित होते हैं इन्हीं संचालित करने के लिए मोटर वाहनों में किताबे रखती जाती हैं और प्रतिदिन गांव गांव जाकर पुस्तकालय संचालित किए जाते है इन पुस्तकालय से किताबे कम मूल्य पर खरीदी भी जा सकती है.

डिजिटल पुस्तकालय – वर्तमान में इंटरनेट व्यवस्था और मोबाइल के सस्ते होने के कारण ज्यादातर लोग किताबों को मोबाइल और कंप्यूटर पर पढ़ना पसंद करते है. इसीलिए अब किताबों को पीडीएफ के रूप में बनाकर लोगों को पढ़ने के लिए उपलब्ध कराया जाता है यह विभिन्न वेबसाइटों की माध्यम से उपलब्ध कराई जाती है जिनमें से एक हिंदी यात्रा भी है जिसे आप अभी पढ़ रहे है.

पुस्तकालय का महत्व –

पुस्तके मानव की सच्ची साथी होती है और इन को पढ़ने की लालसा सभी विद्यार्थियों और व्यक्तियों में होती है. उसको को पढ़ने से ज्ञान का संचार तो होता ही है साथ ही में व्यक्तिगत गुणों का विकास भी होता है शायद इसीलिए वृद्धावस्था में भी लोग किताबों से मोह नहीं छुड़ा पाते है.

सभी व्यक्तियों को नई नई किताबें पढ़ना पसंद होती हैं किसी की पसंद कोई लेखक विशेष की किताब होती है तो किसी की पसंद मनोरंजन वाली किताबें पढ़ने का होता है तो किसी का ज्ञान ज्ञान वाली पत्र पत्रिकाएं पढ़ने का होता है लेकिन इसके लिए बहुत अधिक धन की आवश्यकता होती है जो कि सभी व्यक्तियों के पास नहीं होता है.

यहीं पर पुस्तकालय अपनी अहम भूमिका निभाते हैं और हमें हर दिन नवीनतम और पुराने लेखों द्वारा लिखी गई किताबें एक जगह ही उपलब्ध करवाते है.

साथ ही इन पुस्तकालय में किताबें पढ़ने के लिए अधिक रुपयों की भी आवश्यकता नहीं होती है जिसके कारण समाज का प्रत्येक व्यक्ति पुस्तकालय में जाकर अपने पसंद की किताबें पढ़ सकता है और अपने जीवन को सुदृढ़ बना सकता है.

पुस्तकालयों ने हमारी शिक्षा व्यवस्था में रीड की हड्डी का काम किया है आज प्रत्येक वर्ग का व्यक्ति अगर हर प्रकार की पुस्तक पढ़ पा रहा है तो यह सिर्फ पुस्तकालयों के कारण ही हो पाया है.

पुस्तकालय के नियम –

पुस्तकालय में पढ़ने के लिए कुछ नियमों का पालन करना बहुत अधिक जरूरी होता है.

(1) पुस्तकालय में पुस्तक पढ़ते समय शांति व्यवस्था बनाए रखना जरूरी होता है.

(2) पुस्तकालय की किताबों और पत्र-पत्रिकाओं को फाड़ना एवं पर लिखना सख्त मना होता है.

(3) पुस्तकालय में शोर शराबा मचाने पर आपको कुछ करने में से निलंबित भी किया जा सकता है.

(4) यहां से ली गई किताबों को नियमित अवधि में वापस लौटाना आवश्यक होता है.

(5) पुस्तकालय में किसी भी प्रकार का कचरा फैलाने या फिर थूकना की सख्त मनाही होती है.

पुस्तकालय के लाभ –

(1) पुस्तकालय से हमें विभिन्न प्रकार की पुस्तकें पढ़ने का अवसर प्रदान होता है.

(2) यहां पर हम विभिन्न प्रकार की भाषाओं वाली किताबें पढ़ सकते है.

(3) यहां पर किताबें पढ़ने से मन एकाग्र रहता है क्योंकि पुस्तकालय कक्ष शांत होते है.

(4) पुस्तकालय में पुस्तक पढ़ने के लिए अधिक धन की आवश्यकता नहीं होती है.

(5) पुस्तकालय में सभी वर्गों के लोगों को किताब पढ़ने के लिए समान अवसर होता है.

(6) इनके माध्यम से हमारी शिक्षा व्यवस्था बहुत सुदृढ़ होती है.

(7) इनसे हमारे देश की सामाजिक और आर्थिक व्यवस्था में सहयोग मिलता है क्योंकि यहां पर ज्ञानवर्धक किताबें पढ़कर व्यक्ति अच्छा काम करता है.

वर्तमान में पुस्तकालयों की आवश्यकता –

वर्तमान में भी पुस्तकालय उतनी ही अहमियत रखते हैं जितनी कि वह पुराने जमाने में रखा करते थे खासकर हमारे भारत देश में आज भी पुस्तकालयों की कमी है क्योंकि हमारे देश में आज भी कई लोगों को शिक्षा उपलब्ध नहीं हो पाती है जिसका एक अहम कारण शिक्षा का वाणिज्य करण है जिसके कारण शिक्षा दिन-प्रतिदिन महंगी होती जा रही है.

इसीलिए पुस्तकालयों की महत्वता और अधिक बढ़ती जा रही है आज भी हमारे देश के गांव में पुस्तकालय देखने को नहीं मिलते है जिसके कारण वहां के गरीब लोग पढ़ लिख नहीं पाते हैं और अपना पूरा जीवन गरीबी में व्यतीत करने को मजबूर हो जाते है.

अगर हमें हमारे देश के प्रत्येक बच्चे को अच्छी शिक्षा देनी है तो हमें अच्छे पुस्तकालयों का विकास करना होगा. विदेशों में शिक्षा व्यवस्था इसीलिए सुदृढ़ है क्योंकि वहां के प्रत्येक गांव और शहर में एक पुस्तकालय जरूर होता है.

हमें भी प्रत्येक गांव में पुस्तकालय खोलने चाहिए जिससे हमारे देश का प्रत्येक बच्चा पढ़ लिख कर एक अच्छा व्यक्ति बनेगा और सामाजिक विकास के साथ-साथ देश के आर्थिक विकास में भी सहयोग करें.

उपसंहार –

प्रत्येक राष्ट्र की सांस्कृतिक और ज्ञान-विज्ञान के विकास के लिए पुस्तकालयों की बहुत आवश्यकता है. पुस्तकालय शिक्षा व्यवस्था की रीड की हड्डी माना जाता है यहां पर प्रत्येक व्यक्ति अपने ज्ञान की पिपासा को शांत कर सकता है.

अगर हमें हमारे देश में शिक्षा का प्रचार प्रसार करना है तो प्रत्येक स्थान पर पुस्तकालयों की स्थापना की जानी बहुत आवश्यक है साथ ही उन्हें सुचारू रूप से चलाने की भी आवश्यकता है. अच्छे पुस्तकालयों से हमारे देश के भविष्य का निर्माण अधिक तेजी से होगा.

इसीलिए हमें पुस्तकालयों की अहम भूमिका समझते हुए इन्हें सामाजिक और सरकारी अनुदान से बढ़ावा देना होगा.
